Vinh Vuong is the Chairman and CEO of Garrison Fathom.
An entrepreneur since his teens, Vinh has assisted in transforming ideas and prototypes into disruptive, high-valued companies through operational discipline, effective business development, and meaningful reputation management. His most notable ventures included successful exits of an algae biofuel company in 2010 and a mobile ordering software company in 2008.
Prior to Garrison Fathom, Vinh led VUONG Holdings in numerous private equity deals involving tech startups, mining & mineral companies, precious metals and commodities transactions, and entertainment ventures. He continues to advise select clients on crisis and reputation management at his firm, VUONG Global.
At VUONG Holdings, Vinh averaged a 133% average annual return through equities and real estate holdings over a span of five years. In 2020, he spearheaded an effort through a public-private partnership with the United States government on critical and rare earth minerals labeled Project Takeoff. Vinh has been a vocal supporter of the expansion of 5G within the United States and worked with partners to attract domestic investment and drive legislative support. He has also led mineral brokering efforts, which included a $1.5 billion minerals deal signed in 2020. In October 2021 he led a group of partners who were among the final groups of investors to submit a final bid in an auction to purchase Remington Arms Company from bankruptcy in order to prevent a breakup of the 206-year old company. Vinh was the youngest investor to participate on this deal, at the age of 29.
As Managing Partner of VUONG Global, he has led teams focused on crisis and reputation management projects for Fortune 500 companies, political leaders, and high-profile individuals. Vinh’s expertise in financial and political issues was brought on by his mentors in Anthony R. Dolan, Robert H. Bork, Jr., and Richard Torrenzano. Vinh has worked directly with over 75 clients, including HSBC, Broadridge, Morgan Stanley, CME Group, BNY Mellon, eBay, Qualcomm, Google, Facebook, The TMX Group, The Hershey Company, Investment Technology Group, The Pennsylvania State University, Starr Insurance Companies, Boy Scouts of America, SeaWorld Entertainment, and the Hollywood Foreign Press Association.
On the political front, Vinh has worked with numerous advocacy groups and political organizations in multiple countries, from London to Washington, D.C., on issues ranging from tax reform to constitutional matters, geopolitical issues such as freedom in Hong Kong after China’s violation of a peace agreement, and the United States' advancements, global positioning, and supply chain vs. China and other adversaries in artificial intelligence, the importance of 5G, and securing a supply chain for critical and rare earth minerals. He has also recently been active in matters regarding blockchain, cryptocurrencies, and web3.
Vinh has made numerous television appearances on Bloomberg, TD Ameritrade, and Cheddar, and has been published in Real Clear Politics, Fox News, The Daily Caller, and Newsmax – amongst others.
He is a proud son of Vietnamese immigrants who came to the United States towards the end of the Vietnam war to seek the American dream and they did so with their Vietnamese restaurants in the Philadelphia area.
Vinh attended the Pennsylvania State University, where he played football under Joe Paterno as well as rugby. Vinh also completed the executive MBA program at Harvard University.

Willie Costa is the Vice Chairman and COO of Garrison Fathom.
An aerospace engineer involved in aviation for over 20 years, he has worked at three NASA centers and served as a NASA Ambassador. Willie's engineering expertise includes leading the research into the design of autonomous VTOL vehicles for cargo delivery and urban air mobility, in programs with budgets in excess of $100 million; he has also worked as an engineering contractor for a private company developing close air support aircraft, which achieved over $336 million in sales to multiple foreign allies. He has also worked at NAVAIR, supporting the Rotary Wing Strength & Fatigue branch, Exercise Citadel Shield, and the Warfare Analysis, Engineering, and Technical Services branch – programs and engineering support efforts with combined budgets in excess of $300 million.
Willie has worked as an operations manager in the power transmission industry, spearheading new product development efforts and implementing lean six sigma initiatives to increase throughput and reduce order turnaround times; this led to a 66% reduction in order turnaround times, as well as a 10x increase in Returns & Repairs revenue at 3x increase in profitability. He has also spent several years consulting startup and growth-phase companies, focusing on operational planning and technical development. Additionally, Willie has advised corporate services and financial technology companies on proxy statements, equities research, and shareholder communications solutions.
Prior to Garrison Fathom, Willie served as President and COO of VUONG Holdings, a multinational holding company. He has worked directly with its founder and CEO, Vinh Vuong, in the creation of public-private partnership efforts within the United States government focused on critical and rare earth minerals, as well as driving legislative support for the efficient and economic expansion of 5G within the United States. Willie has also worked several brokering deals, including a $1.5 billion gold deal signed in 2020, and led the financial diligence effort in creating a $150 million bid package to purchase Remington Arms Company out of bankruptcy.
Willie is the proud son of Cuban immigrants – an electrical engineer father and mathematician mother – who fled Castro’s tyranny and achieved the American dream. He is an alumnus of Cal Poly Pomona and Penn State.
